- Recommendations arising from the Refinement Working Party survey. – Passes!
- 3.03.1 Hull Construction Standards (Scantlings) – Passes!
- Rule 3.14.1 e / Pulpits, Stanchions, Lifelines – Rejected!
- Clarification of use of lifelines in areas of bulwarks – Rejected! Will be handled by interpretation instead of a changed regulation. – Request made by the ORC for an interpretation ASAP.
Rely on OED; Bulwark (nautical), a nautical term for the extension of a ship’s side above the level of a weather deck. - 3.21.1 Drinking Water Tank – withdrawn
- OSR 3.29 Communications Equipment, GPS, Radar, AIS – second VHF – amended text in omitting the second MoMu0 paragraph deletion – Passes!
- OSR 3.29 Communications Equipment, GPS, Radar, AIS – speaker in cockpit. – Passes!
- 4.07 Flashlights and Searchlights – Passes with friendly amendment that ”operable” is changed to ”accessible”
- 4.26 Storm & Heavy Weather Sail Inventory – Rejected but with acknowledgement of the problem with the existing situation.
- Description of purpose of storm & heavy weather sails – Accepted and proposed to be an urgent submission.
- 5.01 Lifejacket – Rejected
- Rule 3.04 Stability-Monohulls – To come into effect January 2027
A very important submission about safety of stability that was vigourously debated regarding the need and also friendly amended to in the meantime allow CE markings and then Passed!
Safety Incident Reporting – A submission from the Board and the Oceanic and Offshore Committee Chair
Submission was supported by committée but decisions will be taken in council after recommendation from both committées
Keel Improvements
Glen Stanaway, Australan Sailing reported on the ongoing keel improvement project, unfortunately keels keep falling off and the results of the Appendix L additions do not seem to help too much in this aspect.
Glen showed 2 picures of keels that would have been prone to fall off but had been impossible to detect from a visual inspection…

3. Chairman’s Report
Matt Allen spoke about the huge amount of offshore capable yachts that are presently in the world.
4. Technology and Offshore Racing – by Stan Honey
Organizing Authorities make policy decisions around rule circumventions
Autopilots is a common example
– OSR Appendix M is wording example to include in NoR to inhibit technology to see the water in front of the boat
Also holds text to allow for fee weather data without routing..
Offshore Vision, presented by Katrina Ham;
Inspired by Olympic Vision, participation in the Fastnet was appx 10x the Olympics
WS emphasized their contributions to Offshore racing.
WS 2024 Development Symposium will include Offshore Racing.
5. International Regulations Commission
Concerns about future autonomous shipping and continued concern regarding containers lost overboard of which there are about 3000 per year.
6. Working Parties
Keel working party
Richard Hintertoller spoke about the now adopted ISO TC 188/WG9 is undertaking a revision of all three parts of ISO 12217 that specifies requirements and procedures for small craft stability, buoyancy assessment and categorization.
UMS
Zoran(ORC) and Jason Smithwick(IRC/RORC) reported on the progress of WS IHC sails that can be measured only once and be used in both systems.
7. Safety Update
Regulation: 38 SAFETY REPORTING
38.1 Member National Authorities, World Sailing Classes and Rating Systems shall report within 30 days to World Sailing any incident of which they become aware and which:
(a) occurs at an event using the RRS;
(b) which falls within their jurisdiction; and
(c) falls within the scope of an incident reporting system established by the Board from time to time.
38.2 The bodies listed in Regulation 38.1 shall give all reasonable assistance to World Sailing if it conducts an investigation into an incident.
8. Reports from Rating Systems
Bruno Finzi reported on the status of ORC
Stan Honey also reported about the possibility to accurately use the actual wind and why the sailors onboard the boats really want the TCFs before the start of the race!
Jason Smithwick reported on the status of IRC
The two systems are fundamentally different and a healthy discussion about the benefit of having 2 systems different international systems ensued.
