3. Fleet Statistics
The total number of ORC Certificates issued in 2024 until 1 November is 14,328 for 9221 boats that includes:
2888 ORC International certificates
6881 ORC Club certificates
509 ORCi DH certificates
2102 ORC Club DH certificates
104 ORC International Non-Spinnaker certificates
1670 ORC Club Non-spinnaker certificates
9 J Class, 15 Multihull and 140 Superyacht certificates
4. Changes in Congress Membership
Jose – Pepe – Frers will retire from congress to be replaced by Christian Frers (ARG)
5. Membership of the Committees
Measurement Committee: Romain Lanos (FRA) will be added to the committee, Joakim Majander (FIN) and Michiel Woort (NED) will step down from the committee.
Offshore Classes and Events Committee: Jose Frers (ARG) will be replaced by Christian Frers (ARG). Peter Tjalma (NED) is stepping down from the committee.
Promotion and Development Committee: Jose Frers (ARG) will be replaced by Christian Frers (ARG)

Question from Steve Benjamin whether it is allowed for the Non-profit company of ORC to accumulate profits was answered affirmative by the board and the meeting approved the Budget for 2024 and 2025.
8. Reports and Recommendations of Committees
8.1 International Technical Committee

This change was in line with the Swedish submission SWE 1
Other significant changes for the 2025 ORCi VPP:
a) Adjustment to off wind sail coefficients to improve TWA predictions.
b) Revised credit for furling headsails based on REEF parameter and remove LP limit.
c) Improved force model for yachts fitted with lifting foils. 1.
d) Use of non-manual power revised penalty.
e) Introduction of 4 kts TWS.
f) Life raft position

8.2 Rating Officers Committee
Mast Jack on board is upheld and info about the consequence to be clearer;
The rule should be slightly re-worded starting from the fact that the possibility to adjust the base of the mast while racing, shall be taken as “YES” and there should be responsibility for the owner to prove that this cannot be used while racing if he/she wants to have it declared as “NO”.
- Partly in conflict with ITC recommendation that recommended rewording and allowing as long as declared as not used…
8.3 Measurement Committee
Noting in particular that the MHB measurement principle for mainsails was decided to be kept but the same principle was to be adopted for headsails as well.
Measurement of park avenue booms and lower point will be rewised.
8.4 Special Regulations Committee
– Per Böymo informed about the stability submission that will probably be the majority about the upcoming Sub committee meeting.
8.5 Offshore Classes & Events Committee
– Class splits for DH Europeans & worlds 2025 are in place but will be revisited after the events and no decision on permanent class splits was taken at this meeting.
8.6 Race Management Committee
WRS scoring should not be used for races <6h and longer than 4 days.
8.7 Promotion and Development Committee
No submissions, great media progress.
8.8 Management Committee
Bruno reported on the Management committée and pointed out a few things in particular:
– Cost of certificates remains untouched. 50/85€
– Classic yacht initiative; will be headed by Nicola and will benefit from the SY research.
9. Election of Chairman, Deputy Chairmen and Management Committee and Honorary Treasurer
